why not to use adwords promotional code?

As a part of adwords publicity , Google is sending mail  containing promotional code of Rs.1500 at the address you registered with your Adsense Account
But be careful , Rs1500  promotional code  is not free , there is an activation charge of Rs. 500 for your adwords account

Without paying activation charge , Rs1500 promotional code is of no use to you , you can't activate using promotional code itself
